Composite and Multimaterial Packaging: Assessed as a Unit, Judged by Its Parts

Cartons with plastic windows, pouches of three films, paper cups with polymer linings: how the PPWR classifies composites, grades the unit, and applies substance rules component by component.

Published 24 October 2026Checked against the regulation text on 24 October 2026European Union

The short answer

Composite packaging is made up of two or more different materials that cannot be separated by hand and therefore form a single integral unit: the beverage carton (board, polymer, sometimes aluminium), the laminated pouch, the paper cup with its polymer lining. The regulation treats the composite as one packaging unit for placing and grading - its recyclability is assessed as a whole against the criteria for its category - while the substance duties apply across its components, so a compliant board with a non-compliant coating is non-compliant packaging.

Composites are where the design duties bite hardest, because the structures that protect best often separate worst. This guide maps the treatment; the recyclability station carries the grading method it feeds.

Main material and category assignment

Composite categories in the design-for-recycling framework are organised around the predominant material and the known recycling stream - beverage cartons have their own stream in many states, plastic-based laminates fall into flexible-plastic logic, paper-based composites are judged against paper-stream tolerance for their non-fibre fraction. The assignment matters because the criteria, and therefore the grade, differ by stream: the same percentage of foreign material is a detail in one stream and a disqualification in another. Classification by main material should be recorded with the weight breakdown per material in the file - the breakdown is needed for content calculation and fee reporting anyway, so the file holds it once and every assessment draws from it.

Separability: the design variable

What separates composites in the grading era is separability in the recycling process - not by hand (the definition assumes not), but by the stream's technology: pulping that releases fibre from a beverage carton, delamination or compatibilisation in advanced flexible recycling, dissolution processes where they operate at scale. Design choices move this variable materially: adhesive selection, coating weight, layer order, and the avoidance of combinations known to poison a stream (certain inks, metallisation on the wrong base, PVC anywhere near a PET stream). The design-for-recycling criteria will price these choices in grade points; engineering teams should be scoring prototypes against the draft criteria now, because composite redesign cycles are the longest in the industry.

The composite evidence file

Per composite line, the file needs: the layer stack with materials and weights; the supplier evidence per layer for substances; the intended stream and the basis for believing the unit is recycled there (stream guidance, recyclability testing where performed); and the change log, because composites drift - a barrier layer swapped for cost reasons is a new unit for assessment purposes even when the shelf appearance is identical. Converters hold most of this data; brand owners must contract for its flow, per the supplier-duty guide in the roles station. The composite that cannot be evidenced layer by layer will be graded, in practice, by assumption - and assumptions grade badly.

Worked example: the paper cup's three questions

Take the paper cup with a polymer lining - board-dominant, so it argues for the paper stream. Question one, substances: board, lining and printing inks each inside Article 5, including the food-contact PFAS position. Question two, separability in process: does the lining release in standard repulping at the mills that actually take cup stock, or does the unit need the specialist stream - and is that stream available where the cups are sold? Question three, evidence: the layer weights, the mill acceptance basis, the test or stream documentation in the file. A cup that answers all three is a defensible composite. A cup that answers only the first is a fibre claim waiting for its audit. The same three questions, in the same order, serve every composite in the catalogue.

The innovation pressure composites create

Composites are also where the regulation's innovation pressure concentrates: mono-material redesigns that keep barrier performance, paper-based structures with functional coatings thin enough for the paper stream, and chemical-recycling routes for the laminates that remain. None of these is mandated; all of them are priced by the grade structure. R&D portfolios should be explicit about which composites are being redesigned, which are being defended with stream evidence, and which are being exited - the three honest strategies - because a composite with no strategy is being exited by default, on the auditor's timetable rather than the brand's.
