Regulation (EU) 2025/40

The EU packaging regulation, explained from the packing line

The Packing Line is an independent desk for the Packaging and Packaging Waste Regulation. We read the regulation article by article and explain what each obligation means for the people who design, fill, import, sell and ship packaged goods in the EU - what applies, from when, and whose job it is.

Start with what the PPWR is, or check the date that matters to you below. Every guide opens with a label check and cites the article it explains.

The dates the line runs to

2026
Regulation applies from 12 August. PFAS limits and the substances duty start.
2028
Compostable formats due by February. Harmonised sorting labels from August.
2029
Deposit return for beverage bottles and cans. QR marking on reusable packaging.
2030
Design-for-recycling grades bite. Recycled content, minimisation, empty-space cap, format bans, reuse targets.
2035
Recycled-at-scale test joins the design grades.
2038
Minimum grade rises to B. Below B leaves the market.

How this desk works

Three habits. First, primary sources only: the regulation text on EUR-Lex, its annexes, delegated and implementing acts, and Commission guidance - linked from every guide. Second, dates are stated as the regulation states them, including the conditions attached to them; where a figure can move, the guide carries the date it was checked. Third, corrections are published, not buried: the corrections page records what changed and why. The desk explains obligations and attributes them to the articles that create them. It does not advise any individual company on its own compliance position - that judgement belongs to the company and its advisers.
