Labelling and Deposit Dates: 2028 Labels, 2029 Deposits

The middle wave of the calendar: compostable formats by February 2028, harmonised sorting labels from August 2028, deposit return and reusable-packaging marking in 2029.

Published 24 October 2026Checked against the regulation text on 24 October 2026European Union; deposit systems are member-state schemes

The short answer

The calendar's middle wave is about information and return systems. By 12 February 2028, the defined compostable formats - permeable beverage bags, soft single-serve units, sticky fruit and vegetable labels - must meet the industrial composting standard. From 12 August 2028, harmonised material-composition labelling applies: the same sorting pictograms across the Union, so a consumer in any member state reads a pack the same way. By 1 January 2029, member states must operate deposit return systems for single-use plastic and metal beverage containers up to three litres, and reusable packaging takes on digital marking by data carrier.

Each of these has a dedicated station; this guide's job is to keep the three dates together, because for a drinks or food brand they arrive as one programme of artwork, systems and contracts.

The artwork cycle is the real deadline

Label obligations are dated in law and scheduled in practice by print cycles. Packaging artwork typically refreshes on brand cycles of twelve to thirty months; a label duty landing in August 2028 needs to enter the artwork round that starts in 2027 for most brands, or be met by overstickering and short-run print at several times the cost. The harmonised pictograms themselves wait on implementing acts for their final form - which compresses the cycle further: the space on pack can be planned now, the final artwork only once the acts publish.

The desk's practical rule for the whole middle wave: plan the space, the data and the contracts against the regulation's text today; finalise artwork against the implementing acts the moment they land; and never let a brand refresh in 2027 go to print without the 2028 label architecture reserved inside it.

Deposit systems are national designs on a Union deadline

The 2029 deposit date is a deadline for member states, whose scheme designs - deposit level, return points, operator structure, exemption shape - are national decisions published on national calendars. Several states already run systems the regulation largely ratifies; others are building from near zero. For beverage producers the operative dates are therefore national: registration with each scheme, label and marking alignment per scheme, and deposit cash-flow terms, all ahead of the Union's backstop date. The member-state and deposit stations track scheme designs as dated snapshots; a drinks brand's real calendar is written there, market by market.

The 2029 digital thread

Reusable packaging's data-carrier duty lands in the same year deliberately: deposit and reuse are the two return systems, and both need the pack to identify itself. QR or equivalent marking on reusable packaging from February 2029 lets pool operators count rotations, verify returns and evidence the reuse performance the 2030 targets will audit. Businesses specifying reusable fleets in 2026 and 2027 should buy the marking in from the start - retrofitting identity onto a circulating fleet is the expensive version of the same decision.

Reading the middle wave as one programme

For a beverage or food business, the middle wave's three dates share suppliers, budgets and shelf negotiations, and should be governed as one programme with three workstreams: artwork (compostables evidence and harmonised marks), packaging systems (deposit alignment per market, marking of reusables), and data (the label content itself - material composition declarations that must be true, per pack, before they are printed). The data workstream is the one most often started last and needed first: a pictogram is a claim about composition, and composition data lives with suppliers.

Sequenced that way, 2028 stops being a print deadline and becomes a data deadline with a print consequence - the correct order, and the one that survives the implementing acts arriving in whatever month they arrive.

The shelf-life edge case

One edge case deserves a line because it generates real queries: long-life products packed before a labelling date but sold after it. The regulation's duties attach to placing on the market, so stock lawfully placed with the labels of its day does not become unlabelled at midnight on the duty date. The warehouse consequence is a placing-date record, again - the same evidence habit the application date taught. Businesses with genuinely long supply chains, spirits and preserved goods among them, should make sure their placing records can be produced per batch, not estimated per year.
