Member states Austria: The 2025 One-Way Deposit and a Compact National System Austria launched its one-way deposit (25 cents, Recycling Pfand) in January 2025 while running a compact EPR order through the federal register and the collection systems. The launch's lessons and the Austrian position in the matrix. Member states Central and Eastern Europe: Reforming Systems at Speed Czechia, Slovakia, Hungary, Romania, Bulgaria and Croatia: deposit launches, EPR reforms and fee convergence across the region - and the border dynamics with Austria and Germany that shape them. Member states France: The AGEC Framework, Citeo and the Triman France legislates ahead of the Union curve: AGEC reduction and reuse duties, the extended producer scheme run with Citeo, the Triman and sorting signage, and the Info-tri discipline. Placing packaging in France, layer by layer. Member states Germany: VerpackG, the Dual Systems and the Single-Use Fund Germany runs Europe's most developed packaging regime alongside the PPWR: the VerpackG register (LUCID), dual-system licensing, the deposit system, and the single-use plastics fund. How the layers stack for a producer placing packs in Germany. Member states Italy: CONAI, the Compostables Pioneer and Environmental Labelling Italy built the compostables regime a decade early and runs packaging through the CONAI consortium system with per-material consortia, plus mandatory environmental labelling of its own design. The Italian layers explained. Member states Netherlands and Poland: The Settled System and the Building Site The Netherlands runs a mature, centralised producer system (Afvalfonds, SUP charges, a deposit scheme extended step by step). Poland is building - EPR reform and a deposit system launching into the late 2020s. Two directions of travel, one portfolio lesson. Member states Outside the Tent: UK Packaging EPR and What It Means for EU Exporters The United Kingdom runs its own packaging extended producer responsibility with disposal fees, a recyclability assessment methodology and its own deposit plans in Scotland's shadow. For an EU producer selling into the UK - and a UK one selling out. Member states Small Markets and the Distance Seller's Twenty-Seven Positions Malta, Cyprus, Luxembourg, the Baltics and Slovenia run complete regimes at small scale - and the distance seller meets all twenty-seven at once. Registration strategy for the long tail of markets. Member states Southern Systems: Greece, Portugal and the Island Territories Greece's EOAN-supervised scheme and deposit legislating, Portugal's Sociedade Ponto Verde order and its own deposit path, and the island and outermost territories where packaging logistics invert the mainland assumptions. Member states Spain: The Packaging Law, the Plastic Tax and the Royal Decree Estate Spain combines a packaging royal decree, a tax on non-reusable plastic packaging, ambitious reuse and deposit work, and regional variation in the Balearics and Canaries. The Spanish layers for a placer of packaged goods. Member states The 27-Market Compliance Matrix: Building and Maintaining the Portfolio's Map Fields, owners, sources and review rhythm for the artefact this whole station serves: one governed matrix carrying every market's registers, fees, marks, systems and posture - so no placing decision is ever made from memory. Member states The Deposit Map: Which Member States Run, Build or Debate DRS The station's reference table in prose: operating systems, legislated launches, derogation candidates and open debates - and how a producer keeps the map current as the 2029 deadline reorganises it. Member states The Nordics' Deposit Order and Belgium's Three Regions Sweden, Finland and Denmark run the deposit-integrated model with producer-owned operators; Norway's system sits alongside as the EEA reference. Belgium splits packaging competence across three regions with Fost Plus and Valipac in between. Two structures, both instructive.
