Germany: VerpackG, the Dual Systems and the Single-Use Fund

Germany runs Europe's most developed packaging regime alongside the PPWR: the VerpackG register (LUCID), dual-system licensing, the deposit system, and the single-use plastics fund. How the layers stack for a producer placing packs in Germany.

The short answer

Germany is the market where 'the PPWR is coming' is the least complete sentence in packaging: a full national regime already operates. Producers placing packaged goods in Germany register in the LUCID database of the Zentrale Stelle Verpackungsregister (ZSVR), license their sales packaging with a dual system that finances household collection, report volumes with data reports matching register and licence, and - for single-use beverage and takeaway formats - register and pay into the single-use plastics fund (the EWKFonds, administered via the DIVID platform) that finances litter clean-up. The one-way deposit system for drinks containers (DPG) runs beside all of it. The PPWR layers onto this machinery rather than replacing it: German registration, fee and deposit practice will align with the regulation's registers and systems as the framework's dates land.

This guide stacks the layers in the order a producer meets them.

LUCID and the dual systems: the live core

The registration duty is personal and non-delegable in its responsibility: the first placer of sales packaging on the German market registers before placing, names a system, and keeps register, licence and volume reporting consistent - the ZSVR's published register makes non-registration visible to competitors and platforms, which is why marketplaces check it. Volume reporting runs on the system's cycles with corrections disciplined (the under-declaration finding is the regime's standard enforcement product). Distance sellers abroad are first placers for their German consumer sales and register accordingly, with an authorised representative available for those without a German establishment. Treat the German file as the portfolio's registration exemplar: the data quality it demands (packaging taxonomy, material weights per article) is the data quality the PPWR's registers will ask everywhere.

The fund and the deposit: Germany's two extra layers

The single-use plastics fund charges defined single-use formats (beverage containers and cups, takeaway food containers, bags, balloons and others) per kilogram, funding municipalities' litter work; registration and annual reporting run through the federal environment agency's platform, and foreign producers register via representatives. The deposit system - 25 cents on one-way drinks containers, run through the DPG with its security marking - is the DRS station's reference implementation, and its marking and clearing disciplines are the ones the 2029 cohort will adapt. A producer's German compliance calendar therefore has four heartbeats (LUCID/system, fund, deposit, and the PPWR programme itself); the calendar, printed, is the market's whole lesson.

What the PPWR changes in Germany - and what it does not

Expect alignment at the edges rather than replacement: registration concepts converge (the regulation's producer registers speak the same language as LUCID), labelling transitions to the harmonised system on the framework's timetable, and German format restrictions sit inside the Union list's floor. What does not change: the dual-system financing of household collection, the fund, the deposit, and the ZSVR's data-first enforcement culture. Portfolios should budget Germany as a permanent two-layer market and staff it accordingly - the German desk's competence (register discipline, volume accuracy, catalogue classification) is a portfolio asset that transfers to every other register the PPWR builds.

Germany as the portfolio's training ground

New packaging compliance staff should serve their apprenticeship on the German file: it contains, in working form, every discipline the PPWR generalises - registration before placing, system participation, volume truth, deposit clearing, a litter fund's per-format charges, and an authority that reconciles data across desks as a matter of routine. A team fluent in Germany finds every other register in this station legible; a team that treats Germany as an eccentricity will meet its disciplines again, market by market, at the framework's dates, without the training.

The ZSVR catalogue habit

One German habit deserves export on its own: the system-participation catalogue - the public classification of which packaging counts as system-relevant household packaging - forces the threshold question (is this pack in the household system at all?) to be answered from a published taxonomy rather than from opinion. Every register the PPWR builds will face the same threshold question in its own accent. Portfolios should answer it once, in their master data (per article: household or not, per market logic), and let the registers inherit the answer - the German catalogue is where the habit is learned cheapest.
